God’s judgment is metaphorically referred to as Jesus coming on the Clouds, Isaiah 19:1.
Isa 19:1 ¶ The burden of Egypt. Behold, the LORD rideth upon a swift cloud, and shall come into Egypt: and the idols of Egypt shall be moved at his presence, and the heart of Egypt shall melt in the midst of it.
People who see events unfolding around them and attribute them to Satan may be correct, but they forget that God allows Satan to discipline people.
Satan cannot do anything that God in His application of justice, does not allow. Every one reaps what they sow, Gal 6:7.
This concept can be related to Philippians 2:10 and 11. God’s gave the earth to man (PS 115:16) however, His judgment will be experienced by each person.
Phil 2:10 That at the name of Jesus every knee “should bow” (Strong’s <2578> (5661), of things in heaven, and things in earth, and things under the earth
Every “Knee” should bow or submit to God’s judgment”.
The word “Bow” is in the subjunctive “Active” case in verse 10, meaning that the subject is the doer of a possible action. Each person is able to bow to God, and they will reap the judgment that God assigns to their behavior.

They are able to bow, or not bow to God.
This is in agreement with scripture because God grants a person repentance.
Jesus calls us to repent and “if” we confess with our mouth and believe in our heart we are saved from God’s wrath against sin. This happens as God teaches us to deny sin or ungodliness through His grace.
The following verse Philippians 2:11, we are told that every tongue should confess. The phrase “should bow” it is in the subjunctive, so it is still a possibility. In verse 11 the phrase “should bow” is in the Middle voice”. This means that the subject performs the possible action of “confessing” upon Himself. He Chooses to confess.
Phil 2:11 And that every tongue “should confess” Strong’s <1843> (5672) that Jesus Christ is Lord, to the glory of God the Father.

We must confess and believe in Jesus’ resurrection before God gives us the ability to repent. Confession is an action that the individual performs on themselves. They decide to confess Jesus’ resurrection.
A person chooses first to humble themselves before God and as a result of confessing and believing (Rm 10:9) God gives them the ability or teaches them through His grace (Tituss 2:11-12) to repent or deny ungodliness.
So as these verb tenses illustrate, our only involvement in our salvation process is to choose to humble ourselves before God or not. He gives the ability, and we choose again to humble ourselves before Him and walk in that ability.
Romans 10:10 KJV — For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
The first step is to humble ourselves before God.
Psalm 24:5 KJV — He shall receive the blessing from the LORD, and righteousness from the God of his salvation.
Psalm 50:23 KJV — Whoso offereth praise glorifieth me: and to him that ordereth his conversation aright will I shew the salvation of God.
James 4:6 KJV — But he giveth more grace. Wherefore he saith, God resisteth the proud, but giveth grace unto the humble.
Ga 6:7 Be not deceived; God is not mocked: for whatsoever a man soweth, that shall he also reap.
It is clear that every eye will see and experience God’s judgment upon our actions because we reap what we sow.
To say that all people will confess Jesus lordship however is incorrect.
The word “should” is in the subjunctive case, meaning that the phrase is conditional.
The verse says that every tongue should confess that Jesus is Lord.
It does not say that every tongue will confess Jesus lordship.
