As with a “gift from God”, The concept is summarized in Matt 10:20.

Mt 10:19 But when they deliver you up, take no thought how or what ye shall speak: for it shall be given you in that same hour what ye shall speak. 20 For it is not ye that speak, but the Spirit of your Father which speaketh in you.

This suggests that God is supplying the information that the person speaking in Tongues is expressing in 1 Cor 14:2.

Making the verse appear to be …

1Co 14:2 For he that speaketh in an unknown tongue speaketh not men, but God: for (because) no (natural) man understandeth him; howbeit in the spirit he speaketh mysteries.

It is clear from Acts 2:11 that some people did understand the messages in “tongues”, and described/recognized them as discussions regarding the “works of God”.

Ac 2:11 Cretes and Arabians, we do hear them speak in our tongues the wonderful “works of God”.

Those who understood the messages in tongues were not “natural” men but “spiritual” men.

1Co 2:14 But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned.

The Spiritual people in Peter’s group understood that God was expressing “spiritual” mysteries/truths through those speaking.

The ability to discuss the “works” of God appears to be the determining factor. If they could speak of the “works of God” accurately then that ability served as evidence to Peter that God had allowed those speaking to partake of His Spirit.

Recognizing that God was giving the speakers knowledge and that they were then expressing those thoughts in language, allowed the “spiritual” hearers (Peter) to understand that the speaker’s faith was genuine and accepted by God.

Those who heard the speakers talk about the works of God then concluded that God had accepted their faith, and they were to be recognized as Christians similar to the situation in Acts 10:44-46.

Ac 10:44 ¶ While Peter yet spake these words, the Holy Ghost fell on all them which heard the word. 45 And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost. 46 For they heard them speak with tongues, and magnify God. Then answered Peter,
